Emirates Identity Authority
(EIDA)

EIDA was established on 15th Shaaban 1425 H, Corresponding 29th September 2004 in accordance with the constitution and the federal laws and decrees related to the competencies of ministries and the powers of ministers, naturalization, passports and entry and residence of expatriates, the organization of births and deaths, the organization of labor affairs and the amending laws thereof, in addition to decrees related to the General Authority of Information and civil service at the federal government.

As per the Federal Decree No (9) of (2006) about Population Register and ID card system:

And referring to minster Cabinet Decision No (201) of September (2007) about accepting the ID Card as the only unique identifier of person identity by all Government (Federal/Local), semi government & private entities, which defines the enrolment deadlines as follows:

UAE Nationals/Citizens shall register before 1-Jan-2009
UAE Residents/Expats shall register before 13-Dec-2010

The Authority shall also call upon the following categories early next year:

Residents – All private sector administrative workers and School/College/University Students starting early First Quarter of 2009
House keepers, servant, farmers, general transport drivers, caterers, and guards starting early Second Quarter of 2009
Construction workers and unskilled workers starting early Third Quarter of 2009
